We discussed with Mr.Mounsey yesterday

morning. Little progress was made, since the Foreign

Office are firm in adhering

1.

to the China Arms Embargo Agreement,

2.

to their policy of neutrality towards

the contending factions.

As regards 1, they now have the active

support of the Service Departments, who wish to

avoid all risk of arms being used against the Defence

Force. In these circumstances the only hope lies in persuading the Foreign Office that the Governor's proposal need not imply a reversal of policy. I

have endeavoured to make out a case in the accompanying

draft.
